Members of Premier strongly support the Department of Health and Human Services’ (HHS) initiative to advance value-based payment programs. For more than a decade, our members have been national leaders in testing and scaling payment and delivery reforms that will improve quality while safely reducing costs.

We particularly applaud HHS’s determination to advance reforms that will incent quality and cost-effective care, while removing many of the antiquated impediments to change. Without important changes to the rules governing ACOs and the bundled payment program, providers will avoid taking the risks necessary for these programs to succeed. We also commend HHS for its thoughtful work to provide access to necessary data that enables informed decisions on how to improve quality and cost of care, and we urge other payers to do the same. Last, the creation of a new learning network will be important for diffusing best practice knowledge across the country, enabling providers to learn from one another strategies for ensuring success.

Making the American healthcare system the world’s best requires new incentives and accountability to foster cooperation and partnerships among providers, payers and patients. We are committed to working with HHS and the private sector to make these ambitious goals attainable.
